I found an article talking about a new high school on a 2019 bond issue.

CCISD is floating a bond issue to build a new Carroll HS. Voters were told the last Bond sale was to build a new Carroll HS and they built the HS and named it Veterans Memorial. Now they want to do it again and want the voters to trust them with what they do with the money they want to build a new Carroll HS.

Bait and switch at its finest, and they wonder why voters don't trust school districts...

Ironically, they had a story on the news the other night about the location of the new school which they would calll Carrol and one of the locations they discussed was putting it further on the Southside going toward Flour Bluff. Why the school offcial even noted that on the news cast was dumb, but then I guess they had to get out in front and say they were going build it down the road aways from the existing Carrol campus. If I lived in the CCISD, I'd vote no.

After reading more into it, I have it figured out. And looking back, Clemensbuff had explained it in this thread before but it never clicked. New Braunfels MS opened in 2012 with a core capacity of 2500 and a setup that is easily expandable. The old NBMS became the 9th grade center. If the bond passes, NBISD will build a new NBMS with 1500 capacity set to open in 2021, and the old NMBS will become the new 9th grade center. The current 9th grade center will be demolished and an ES built in its place. From there, the 9th grade center can officially become HS #2 in 2022 (if necessary) by adding 10th graders and splitting up 9th grade. One thing of note is that NBISD originally had a build-out high school population of 4500, but now is expected to have 6200. There was hesitance at the start of the bond planning process to transition the current NBMS to HS #2 because the core capacity isn't big enough. But it appears that has been ignored and they are still going to roll with the plan. Lastly, NBISD is waiting until there is a high school population of 3000 to split its schools so that each school can maintain the same number of clubs and programs. It could be 2022, or be pushed back. I'm expecting that a bond would need to be passed to expand that campus. www.nbisd.org/page/bond.2018_faqcommunityimpact.com/austin/new-braunfels/editors-pick/2018/01/22/local-school-districts-prepare-rapid-growth/It is with sadness that I can confirm this to be pretty much 100% true. Originally NBISD was floating the option of possibly a mega campus at 4500, but now with an expected buildout HS enrollment of 6200-6300 students, that’s no longer feasible (unless voters want a HS like Allen, which they don’t). So longer term, NBISD will need to figure out if they want 2 campuses at 3000, or 3 campuses at 2000. But for now, look for New Braunfels HS to split off next decade. I will enjoy NB’s time in 6A while it lasts.

If it does, it will be a razor thin margin. There is some very vocal oppostion and it's centered around the cost of the new school $125 Million and the fact that other schools not named Vets have capacity to take on other students if they closed Carroll altogether. That's on top of the fact many of the voters feel suckered from the last bond because Vets was supposed to be the new Carroll. And some real anger exists around town about the very topic discussed on this board and how they sucked the lifeblood out of the Carroll and King athletic programs via the open enrollment to enrich Vets.

I've seen this. I don't think the district would consider closing Carroll due to "growth in the south", but they might have to wait until another bond to get it through. Yes, the cost has increased, but that is because everyone is building. I think the district is fiscally responsible in regards to using the exact same floor plan as Vets, which lowers costs. I also disagree with the decision to open up enrollment at Vets. But it is clear that these schools are not in good shape, and all 5 of the old ones need to be replaced in the next 10-15 years.

I don't think they will either. But opponents are justifly point out that the claims of enrollement growth in the school district are bogus as one of the reason to build it. But the CCISD created that mess by not redrawing the boundries years ago and not sticking with the orginal plan with Vets. However, some of these same people who are against it would probably complain if their own kids got redrawn into a zone they didn't like. Kind of the like NIMBY mentallity when some big project is proposed and suddenly a proponet becomes an opponent when it's proposed close to where they live. Yes, they all need major work or replacement. I will say the Calallen needs to replace their high school too. I thought in the last bond issue, we should of rolled the dice and went for it or include more in for massive renovation or retrofit, but they chose to do an additional wing which will be utlized a science and technolgy wing and some other building modifications. We have to build an additional K-3 school to accomodate the additional real growth instead of a new high school. But I can almost be certain we could of done for less the than $125 million, construction costs not withstanding. Something just doesn't smell right.
