Yes they do. In the first round, the higher seed chooses where to play. I thought the DC was the only guarantee for home field? I did too, but turns out they opened up to all higher seeds in the top 2 classifications. Only in 6A is there an issue due to the way D1 and D2 are split.

Yes they do. In the first round, the higher seed chooses where to play. That was only approved by the UIL that 6A District Champions get to host a first round playoff game. Not for 5A.

I see that we are in 2018 now. Not sure I quite understand the details. In 2017-2018 the UIL continued the 6A pilot program where the higher district finish (1 and 2 seed) get home field advantage. In 2018-2019 they made this a permanent rule by removing the pilot status and included 5A along with 6A. Basically, the 1 and 2 seed from say district 5 get home field when they play the 3 and 4 seeds from district 6. This only applies to the first round of the playoffs.

The official word in the UIL's post season packet: "POSTSEASON GAME INFORMATION Site Selection: All potential neutral and home sites (town and stadium) should be designated prior to any coin toss. For the first round of the playoffs only in classifications 5A and 6A, the higher district finish will determine whether the game is played on the top seed’s home field or mutually agree to play the game at a neutral site." link

I looked at last season's schedules, but didn't know much about what anyone was bringing back or coaching changes. I'll take it, but I'm shooting for 85% next season!
